Everyone tries to turn towards Hari (God) by various means, but by repeatedly turning like this, the sheep will never reach Vaikuntha (heaven).

This couplet is a gentle critique of superficial devotion. Kabir suggests that simply trying many different, complex paths to God is useless. The metaphor of the sheep repeatedly turning shows that endless, meandering rituals or intellectual gymnastics will never lead to the ultimate truth (Vaikuntha). True spiritual connection requires a focused, sincere heart, not just a lot of effort.
