In classical Persian and Urdu poetry, 'bālā-nashīn' refers to someone seated in the place of honour or situated physically or metaphorically on high. In this couplet, it describes the sky (falak) occupying a lofty height, which paradoxically owes its elevated status to the grace of bowing down (the arch/bend of humility). The poet uses it to assert that true exaltation is born of humble submission.
