Literally refers to those who have drowned or plunged deep into water. In this couplet, it serves as a metaphor for lovers or mystics utterly immersed in self-forgetfulness ('be-khudi'). Having sunk to the unfathomable depths of ecstasy, they cannot suddenly spring back up to worldly consciousness.
