In ordinary usage, 'chalta' is the imperfective participle of 'chalna' (to move, function, or walk). In this couplet, it is part of the idiom 'zor chalna' (to have sway or exercise power over something). Ghalib ironically suggests that while he holds no sway over the censorious preacher, he can still exercise his destructive power by tearing his own collar in frenzy.
